Perry was born on the 25th of July 1968 in Chicago, Illinois to Laurie Metcalf Perry and Jeff Perry. She made her first appearances on television as Jackie Harris, a character played by her mother in Roseanne, an ABC show Roseanne. Her parents, however, did not let her perform until she reached the age of adulthood due to the impact stress might affect their child. Perry admitted that she wasn't confident in her acting during high school. However, she began doing it to meet new people at Northwestern University after switching from Boston University. Perry started her acting career with New York after graduation, performing in minor roles in Law & Order: Criminal Intent. However, the feeling of homelessness made Perry return to California to work as a theater actress. She and her mother starred on Broadway as a couple for the play The Other Place, in 2013. She appeared in Eugene O'Neill's Pulitzer Prize winner Anna Christie and Kevin McKidd. This was staged in the West Los Angeles' Odyssey Theatre Ensemble. Perry starred in nine episodes in 2016 of ABC's drama The Family. Perry was a regular character in the ABC political drama Scandal, starring her dad. That same year she played a young character based on Mary Cooper on Young Sheldon (a CBS spinoff The Big Bang Theory) in which she played her mother as a young version. She was cast in the role despite her close familial connection to the character.
